The average age of a civil servant in the Republic of Kazakhstan is 39 years, reports Aigul Shaimova, Kazakhstan’s Deputy Chairman of the Agency for Civil Service and Anti-Corruption Affairs.
"Today the average age of a civil servant is 39 years, whereas in 1999 it was 44 years. This corresponds to the current indicator of OECD countries (Organization for Economic Cooperation and Development) "A. Shaimova said.
According to her, Kazakhstan, unlike some developed countries, avoided problems with the aging of the state apparatus and gender imbalance.
"55% of women work in the civil service, while in Italy, Belgium and Spain their number is 50%," the representative of the agency specified.
As A. Shaimova noted, in contrast to several OECD countries, a unified competence framework has also been introduced in the RK, which has been successfully tested in the certification of civil servants of the "B" corps.
"The qualitative composition of civil servants has improved. Now, higher education has 92%, at the central level it is 100% of civil servants. At the grass-roots levels of the district and rural level, people with secondary vocational education work. Meanwhile, in 1993, 70% of employees with secondary education worked in selected ministries, at the rural level this figure was 50%, "she concluded.
