Timur Shaimergenov was born in 1982 in the Zhambyl oblast. In 2004 he graduated from the Institute of International Professions in Almaty, in 2009 he defended his thesis for the degree of Candidate of Political Science at the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.
In 2009–2018, he completed training programs for senior management at Harvard, Oxford, Cambridge, Pennsylvania, and Columbia Universities.
He has the qualifications of a specialist in international relations and security, strategic and risk management. He speaks Kazakh, Russian, and English.
He began his career in 2004 at the Al-Farabi Kazakh National University, held various positions at the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, Office of the Mazhilis of the Parliament of the Republic of Kazakhstan and Office of the Security Council of the Republic of Kazakhstan, as well as in the system of the Administration of the President of the Republic of Kazakhstan.
In 2017–2018, he was a member of the Public Council under the Ministry of Foreign Affairs of the Republic of Kazakhstan. From 2017 he was a lecturer at the Institute of Diplomacy of the Academy of Public Administration under the President of the Republic of Kazakhstan.
Prior to his appointment to the Ministry of Foreign Affairs, he worked as Vice-Minister of the Defense and Aerospace Industry of Kazakhstan.
