Agriculture of Kazakhstan is one of the largest exporters of white wheat and flour in the world. Kazakhstan collects more than a billion dollars pood of wheat without the help of a combine operator and a tractor driver from Russia and Ukraine.
Wheat does not stay under the snow as before. At present it is necessary to rise the number of agrocomplex for feeding of cattle. After that, one of the most important branches of our economy will be diversified. Transferring land to private ownership leads to the emergence of farmers. Farmers will able to do a lot and also can hire hired workers, for example, uzbeks.
The right to sell land to private ownership should be provided to the farmer. Otherwise agriculture and the banking sector will not develop properly. The rich potencial of the Kazakh people is good for Kazakhstan. At present at least 40-43% of kazakh people live in the village. Only 10-15% of the population will stay in the rural area in the next 20-25 years, and the Kazakh will be mostly urban. The Uzbeks and Tajiks will serve to Kazakh farmers. Now, villages in Kazakhstan are developing. The administrative system can not find fault the Farmer who receives the land.
80% of farmers are Kazakhs. Large latifundia should be limited. So, it is necessary to provide land of Kazakhstan to kazakh people. According to the government, they will limit land latifunds. Everything is fine. After the restriction, part of the land will be given to the farmers. The land is controlled by the latifunds in our country. They will return part of their land to farmers. Unfortunately, most of the latifunds are connected with Russia. So, Kazakhstani land should not be given to foreigners. Earth is a market instrument.
The rights to buy and sell the land must be regulated. As a result, the agriculture can be develop. Farmers will have opportunity to give the land to bank as a garant, then for that money they can purchase tractors, combines, trucks. If the borrower can not repay the debt, the land will remain in the bank. If the land is not privatized, rural Kazakhs will not be able to stay in the village. This is not a phenomenon of fantasy, its is the world market. Military polygons and cosmodromes belonging to Russia must be restored and must be given to farmers.
