In May 2019, Minister of Internal Affairs of the Kyrgyz Republic Kashkar Dzhunushaliev and Member of the State Council, Minister of Public Security of the People’s Republic of China Zhao Kezhzhi discussed issues of bilateral cooperation and prospects for its further development.

After discussing the main issues, a Protocol was signed between the Ministry of Internal Affairs of the Kyrgyz Republic and the MOB of the People's Republic of China “On the provision of material and technical assistance to the Ministry of Internal Affairs of the Kyrgyz Republic free of charge (police) equipment” for a total amount of 30 million Chinese yuan.

Today, Minister Kashkar Dzhunushaliev inspected vehicles (buses, minibuses, SUVs, armored police cars) on the PSN Shumkar square, which arrived from China. The Minister noted that the donated police material and technical equipment of the Chinese Ministry of Defense will undoubtedly have an important role in raising the level of duty service of the Ministry of Internal Affairs of the Kyrgyz Republic in combating crime and ensuring public safety, including during the summit of the Shanghai Cooperation Organization.

However, it should be noted that Kyrgyz people protested several times in front of the Chinese embassy in Bishkek December of last year. The gathered demand the release of Kyrgyz people from "re-education camps" in China.

It is also worth noting that Kyrgyz people held a press conference in Almaty, Kazakhstan a few times. According to them, ethnic Kyrgyz people in China are being detained and sent to “political re-education camps".  In their opinion, they are not just camps, they are prisons where detainees are tortured. Besides, kayrylmans from China and relatives of ethnic Kyrgyz in China appealed to Kyrgyz President Sooronbai Jeenbekov. They were asking for help in freeing their relatives from the “re-education camps” in China.

About Xinjiang has been reported as a “political re-education camps” since 2016. However, citisens call these as prisons, the Chinese authorities call them training centers.
