On August 27, residents of Almaty held a flash mob in front of the Kazakhstan International Bureau of Human Rights. During the action, participants unfurled posters demanding the resignation of the head of the city police department, Serik Kudebaev.

In addition, on one of the posters, activists cited the first president of Kazakhstan, Nursultan Nazarbayev: "The policeman is a people’s friend in the world, but who do we have?". And in an another poster was written: “The police of RK is a corrupt business corporation?".

According to activists, as early as November 2018, the president (at that time) Nursultan Nazarbayev, as well as the heads of the Ministry of Internal Affairs and other departments, received a collective statement signed by 24 people. The applicants claimed the dismissal of the head of the police department of Almaty, police general Serik Kudebaev and his deputy, police colonel Nurkaev. In response, they received a "worthless reply".

On August 13, activists resubmitted a collective statement.

Activists demanded the creation of an interdepartmental commission and "an indicative punishment of at least several law enforcement officers, so that other corrupt officials understand that they will face the same fate.
