On some issues of the administrative and territorial structure of the Republic of Kazakhstan

In accordance with Art. 9 of the Law of Kazakhstan of 08.12.1993 "On the Administrative and Territorial Structure of the Republic of Kazakhstan" I DECREE:

1. Attribute the city of Shymkent to the category of a city of republican significance.

2. Transfer the administrative center of the South-Kazakhstan region from the city of Shymkent to the city of Turkestan.

3. Rename the South-Kazakhstan region as the Turkestan region.

4. Government of the Republic of Kazakhstan:

1) together with the Supreme Court of Kazakhstan, state bodies directly subordinate and accountable to the President of Kazakhstan:

  • in a month's time, approve the plan of organizational measures (road map) for the implementation of this Decree;
  • before September 1, 2018, take measures to ensure that the legislative acts of the Republic of Kazakhstan are brought into conformity with this Edict;
  • take other measures to implement this Decree;

2) create a commission to organize and hold a tender on the preparation of a master plan for the development of the city of Turkestan as a cultural and spiritual center of the Turkic world.

5. The central state bodies and local state bodies of the city of Shymkent and the Turkestan region shall take measures to ensure the smooth and efficient functioning of the relevant local government bodies and organizations.

6. Establish that the local representative and executive bodies of the Turkestan region, as well as the territorial subdivisions and subordinated institutions of the central state bodies, before their transfer to the city of Turkestan are located in the city of Shymkent.

7. The control over the execution of this Decree shall be assigned to the Administration of the President of the Republic of Kazakhstan.

8. This Decree is put into effect from the date of its official publication.
