Compared with ten years ago, government officials have become more qualified, but more fearful, the Chairman of the Legal Statistics and Special Accounts Committee of the Prosecutor General's Office of the Republic of Kazakhstan, Bagdat Mussin, said during an Expert Update.
'State service now and ten years ago is distinguished by competence. However, nowadays state workers are afraid to accept decisions and take responsibility for themselves. Every official should have the right to make a mistake. Sometimes for a mistake, it is necessary to encourage them', Bagdat Mussin said.
Also, 'it is too early to talk about the full transformation of the public service. There are several reasons of it. Firstly, the salary of officials are low, and secondly, they are a lot . It is necessary to reduce the number of staff and increase salaries for those who are lucky to stay in their places', he explained.
